Thomas L Lawrence, Program Director
As Program Director for TCU, Tommy is responsible for Owner Representation and oversight on projects varying between student housing, athletics, classroom instruction, administrative and food service. He is responsible for maintaining strict control on constructability, project scope, budgets and schedules as projects are programmed, designed and constructed.

Prior to joining TCU, Tommy worked for 23 years with a large architectural firm as head of construction administration and as office manager. His duties included oversight of projects as on site representative for the architect and managing the review of office procedures and document generation. During his 23 years as Construction Administrator he oversaw projects in Alabama, Georgia, Florida, Texas and Tennessee. The projects ranged from K-12 schools, University facilities, Fine Arts Buildings, Museums, Health Facilities, Fire Stations, Restaurants, Large Custom Homes and Detention Facilities.

Tommy attended Auburn University and maintains his expertise by involvement in continuing education and attends seminars and workshops to keep abreast of all the changes in the construction industry.

Timothy L. Cantey, AIA, Program Director / Project Architect
As Program Director and Project Architect for TCU, Tim advocates for the owner with his many years of combined experience as an Architect and General Contractor. Tim has 24 years of design experience and has been involved in all phases of project design and delivery including master planning, programming, construction documents, construction and contract administration. He has a remarkable understanding of both the Design Professional and the General Contractor which allows impeccable focus on client relationships, design, scheduling, contracts, and personnel management.

Prior to joining TCU, Tim was president of Timothy L. Cantey Architect/Builder, Inc. He led clients thru the design and construction of residential, commercial, and specialty structures until final project delivery. He also was employed for 8 years by a large Architectural Firm as a Project Architect. He designed and managed numerous projects in Education, Institutional, Government, Non-Profit, and Civic, to include the notable Montgomery Country Club and The Montgomery Museum of Fine Arts.

Tim graduated from Auburn University with a B.A. in Architecture and a B.S. in Building Science. He is a registered Architect and annually participates in continuing education.

 Larry D. Carter, Program Manager / Mechanical Engineer

As Project Engineer for TCU, Larry is responsible for Owner Representation and Program Management services. Larry has over 39 years of experience managing the design and construction of government, health care, correctional, and educational facilities. He plays a vital role in providing technical design support to clients and on-site construction management.

Prior to joining TCU, Larry worked in the Pulp and Paper Industry in several roles, including Project Engineering, major capital project engineering and construction coordination, Engineering Management, and various Operational Management positions.

Larry's educational background includes a B.S. in Mechanical Engineering from Auburn University where he graduated With Honor. Other education includes post graduate studies at Georgia Southern University, and continuing education studies from The University of South Alabama, The University of Tennessee, Louisiana State University , and The University of Virginia. His background also includes service as a member of the American Society of Mechanical Engineers, the Technical Association of the Pulp and Paper Industry, the American Forest and Paper Association where he played a key role on the Recovery Boiler Operations and Maintenance Sub-Committee's manual revisions, the Black Liquor Recovery Boiler Advisory Committee, and Emergency Shutdown Procedures Sub-Committee.

John Roberson, Project Manager 

As Project Manager for TCU Consulting Services LLC, John provides representation for several new building programs. He is responsible for all design, construction, and budget management efforts for both renovation and new construction. He is an integral part of the day-to-day project operations, ensuring that every detail is efficiently managed. John also plays a vital role in providing support to clients, architects, and contractors in the development and construction of a building program.

Before joining TCU Consulting Services LLC, John served as a project manager for a local General Contractor. He was responsible for the construction management of new construction as well as renovation projects.

John’s educational background includes a Bachelor of Science in Building Construction from Auburn University.

Kaylla Dixon, Business Development Director / Project Manager

Kaylla serves as Project Manager and is responsible for strategic planning, budgeting, design and construction management. She also negotiates and secures services for consultants, construction teams, and technical services. As Project Manager, she is responsible for Owner Representation for renovations, demolition, and new construction of a multitude of new building projects.

Kaylla also serves as the Firm's Business Development Director and is responsible for marketing, public relations, website development, and establishing new business relationships in the Southeast.Her ability to competently interact and coordinate with state and governmental agencies, as well as private sector clients has made her a vital asset to her firm. As Business Development Director, she coordinates the DBE/MBE/WBE and Section 3 programs to meet Participation and Workforce Goals.

In 2007, Kaylla joined TCU after 8 years of active duty service in the United States Air Force. She previously served as a design/construction manager and supervised a team of Architects, Engineers, and Inspectors while directing a budget of over $300 million dollars annually.

Kaylla graduated with honors with a B.S. in Electrical Engineering from Tuskegee University. She has actively been involved with Girlscouts of America as well as several local community service organizations.

Kelley Pennington, Program Director / Owner Representative

Kelley is an operational expert and provides project management, supervision, strategic planning, and contract administration services for our clients. He has over 25 years in the construction industry and acts as Owner's Representative, developing project scope and managing education and mixed-use projects, as well as coordinating all construction management efforts to include architecture, engineering consultants, general contractors, and procurement agents. His past experience as a tradesman, superintendent and construction manager managing multi-million dollar general construction and design build projects provides a wealth of knowledge to our client's capital programs.

Prior to joining TCU, Kelley enjoyed a successful career culminating as the Vice President of Bailey-Harris Construction where he developed and managed a four-fold increase in the company's annual volume.

Kelley graduated from Auburn University with a B.S. in Building Construction and he is on schedule to receive his Juris Doctorate degree from Jones Law School in May of 2012.

James D. Wheeler, Sr. "Don", Project Inspector
Stephen C. German, Project Manager

As Project Manager for TCU Consulting Services, LLC, Steve provides owner representation and oversight for both major renovation and new building programs. This representation includes all phases of program management including design, construction, and budget.

Immediately prior to joining TCU, Steve served five years as the Facilities Director for The Montgomery Academy, a private K-12 school in Montgomery, Alabama. During that period he was responsible for overseeing major upgrades and additions to the academy’s grounds, maintenance, administration, classroom, kitchen, dining, athletic, retail, and fine arts facilities. He also served 30 years in the United States Air Force with assignments in flight operations, manpower and personnel, program management, training and education, with a final assignment as the Vice Commandant of the Air Command and Staff College at Maxwell Air Force Base, Alabama.

Steve’s educational background includes a Bachelor of Arts Degree in Government from Florida State University, and a Masters of Public Administration from Golden Gate University. He is also a resident graduate of Air University’s Squadron Officers College, Air Command and Staff College, and Air War College.

Robert K. Walker, Program Manager / Project Architect

Robert is currently responsible for Owner’s Representation on multi-million dollar Post-Secondary projects. These projects include a 500 bed Residential Complex, Student Center and expansion/renovation of the University’s Library building. An Architect by training, with 30 years of experience at large firms and in private practice, Robert’s responsibilities have included design management of a 40 person firm and project oversight of Construction through Owner Occupancy phases. His experience provides your project a thorough understanding of the critical decisions and processes required from beginning of your project to its successful conclusion.

Prior to joining TCU, while in private practice as the Principal Architect, Robert completed over 400 projects, in 37 states, over a twelve-year period for a single government client. Project responsibilities included site evaluation, master planning, design, construction document oversight, and construction administration of these projects.

Robert is a graduate of Auburn University with a Bachelor’s of Architecture and a Bachelor of Science in Environmental Design.

Megan Proctor, Project Administrator

Megan, Project Administrator for TCU Consulting Services, LLC., provides project documentation for TCU and our clients. Megan's responsibilities include managing the project information for our many clients, updating project cost data, maintaining our business accounts, and preparing client monthly reports. She also completes daily updates in the web-based capital project management tool E-builder. Her professionalism and administrative support has been key to our firm's organizational success.

Megan completed her Bachelor of Science degree in Business Management with a minor in marketing at Auburn University Montgomery in the summer of 2011. She is active in Auburn-Montgomery’s Chapter of the National Society of Leadership & Success, Sigma Alpha Pi. She is also an active member of L.A.C.E. (Ladies of AUM Committed to Excellence) and the Special Events Committee of Emerge Montgomery.

Wynetta Johnson, Executive Administrator

Wynetta, Executive Administrator for TCU Consulting Services, LLC., provides clerical expertise for TCU and our clients. Wynetta's responsibilities includes managing the corporate file system for our many clients and preparing client monthly reports. She completes daily updates in the web-based capital project management tool E-builder, assists with website development, and marketing events/conferences.

Prior to joining TCU, Wynetta worked for the Montgomery Public School System as the Executive Administrative Assistant to the Superintendent. She was also a member of the Alabama Air National Guard where she worked in the field of Information Technology. 

Wynetta has a Bachelor of Science degree in Resource Management from Troy University.     

Robert Brown, Project Inspector/Architect

Robert, Project Inspector/Architect for TCU, observes and documents Contractor progress and conformance to the Project Documents. He is an expert in the field and coordinates project information between the Contractor, Architect, and Consultants.

Robert began his architectural career in the Air Force at Shaw Air Force Base. He led the design and construction of military projects. He later was the principal owner of two Montgomery architectural firms. Prior to joining TCU, he also worked on projects as a construction administrator and owner representative.

Robert is a member of the American Institute of Architects and NCARB. He is registered in Alabama, Tennessee, North Carolina, and Florida. He serves as trustee of his church and participates as a team construction coordinator on numerous mission trips.

Daphne Walker, Interior Designer

Daphne, Project Interior Designer, is responsible for reviewing the interior selections and Furniture, Fixtures, and Expenditures division for our clients. She develops scope of work documents, color boards, and furniture budgets to comply with the owner's needs. She coordinates between the Architect and project managers to create an aesthetic facility.

Daphne owns an Interior Design company in Montgomery and has worked for architectural firms and in this field for over 20 years. She plays a vital role in providing support to our clients and project managers. Daphne also assists with project management during a project's Move & Occupancy Phase and attends marketing events.

W. K. Upchurch, Jr., Project Inspector

Mr. Upchurch, Jr., Senior Project Inspector, provides onsite owner representation for renovation and new construction projects. He is an integral part of the success of every construction project. His background and knowledge of this complex industry is a great asset to our clients.

Mr. Upchurch, Jr., retired as Chairman of the W. K. Upchurch Construction Company and he holds a retired registration as a Professional Engineer in the state of Alabama.  He works as a construction consultant and Arbitrator for the AAACP. He graduated in 1954 with his Bachelor's in Civil Engineering from Georgia Tech. He is a longstanding member of the First United Methodist Church and has garnered numerous Hall of Fame awards during his professional career.
